I'm interested in the possibilities of cityscape as an exhibition space. I've been wondering about public artworks: who chooses them and on what basis? What kind of things get shown in public space?

I tried to get permissions from different sources to place these four sculptures in public space as a part of my bachelors' thesis process. The process was long, bureaucratic and complicated and ultimately none of the sculptures ended up in public space. The sculptures were exhibited at Advanced Sculpture Project- exhibition in 2023 and at Saan(ko)?- exhibition in 2023, with explanation of the whole process, original sketches of the works and locations used in the applications.

Why is the already closed space encircled with a fence that has a lock in it? What's inside that's so important? Or is the fences' purpose to stop people from making graffiti on the wall?
If I can't place my artworks in public space without a permission, are all the non-permissible things found in cityscape (f. ex. lost mittens and scarfs) also considered "illegal" or "trash"?

If I were to place the sculpture on the fence between two areas controlled by different authorities, do I need to ask for permission from the both of them?
